That isn't really endorsing.  It is just mentioned because it really is
a FAQ.  The FAQ entry ends with:

  Note that all of this ``just works'' if you use the Cygwin port of Emacs
  from Cygwin Setup.

Which brings us right back around to your original observation that
Cygwin has two flavors of emacs which work fine.
