That was not my question. :-) (Well, not exactly anyway.)

From the reactions on kde-look, I gather that only one (if at all) application 
makes use of the emoticon module *right_now*. In that case, keep it in / 
replace it in kopete's settings. As soon as more applications are _actually_ 
_using_ what's provided by your emoticon KCM, it can possibly move up, to 
systemsettings.
