Thanks, I've posted to KDE user list.  What is the difference b/ using dmrc
vs. kdeglobals?

In addition, in /etc/profile.d/lang.* scripts can a KDE_GLOBAL variable be
set?  Do/would this work?

you can't with kdm, so forget any kdm-related files.

if you want to script it, hack the user's
~/.kde/share/config/kdeglobals:

[Locale]
Country=...
Language=...
