Ups I didn't notice that you already have the xine-dev package, sorry. I see that you have this ones: libarts1-xine, amarok-engine-xine ... I suggest the you also removed this packages, maybe you are using amarok ... but as i say I had some problems with the sound when KDE 3 things were in my system.

First check if jack package was complete removed from your system. I'm on a debian sid box too, soo I think that this tips should help you.
Try install this devel packages: alsa-dev, libxine-dev. Then rebuild kdelibs and kdebase and make sure that this dependences (alsa and xine) are listed as a found packages when you type cmakekde.
Also create a new user to run KDE 4 and don't mixed KDE 3 with KDE 4 in a debian box, I had problems with sound when I started a KDE 4 sesion from KDE 3 - now I have only KDE 4 : ) -

I tried to run jackd, but there still was no sound. I don't know how Jack got
installed anyway. I purged it because I don't need it, but Jack is still the
only option in Audio Output -> Notifications -> Output Device Preference.
(libjack0 is still installed because it wants to remove lots of other
packages when I try to remove it). When I click on advanced, I get Pulse
Audio in addition. I have libpulse0
installed, but no header files.
What I really like is just use ALSA, but there is no option. I rebuild kdelibs
+ kdebase after I purged Jack, but that didn't help either. I also
rm -f .kde, but no luck either. It would be great if someone could give me a
tip how I can get audio working again because I want to port a game to phonon.
