Maybe you could disable the jack backend when build kdebase and enable only -for default- the xine backend ... also try to start a sesion to KDE4 from KDE3 desktop -not from kdm- (right click on the desktop -> "start a new session" or something like that ...) and see if the sound works ...
I don't know if debian have some issues with KDE from svn but I remember that I had some problems with sound and with the print system of KDE4.
