[kde-linux] K-Menu gone missing

All I have in my K-Menu is:
No Entries <grayed out>
Run Command
Switch User
Log Out
In a console opened as this user:
$ env |grep XDG
XDG_CONFIG_DIRS=/etc/xdg:/usr/kde-3/etc/xdg
XDG_DATA_DIRS=/usr/share:/usr/kde-3/share
$ ls -l /usr/kde-3/etc/xdg/menus/
total 28
drwxr-xr-x 2 root root 4096 Jun 14 07:03 applications-merged
-rw-r--r-- 1 root root 8951 May 10 2005 applications.menu
-rw-r--r-- 1 root root 279 Jul 28 2005 kde-information.menu
-rw-r--r-- 1 root root 288 Jul 28 2005 kde-screensavers.menu
-rw-r--r-- 1 root root 2158 Jul 28 2005 kde-settings.menu
There is no problem in my test user account.
Neither account has a: "$HOME/.config/" directory.
What else should I check?
