Kubuntu doesn't show "Control Center" on K menu. Instead they have 
this "System Settings" thing that tries to mimic Gnome's 
if-you-touch-this-setting-your-computer-will-explode-in-one-million-pieces 
mentality.

Anyway, you can go to "Run command..." and launch kcontrol from there :)
