[kde] kicker menu and sticky windows

I've got a couple of questions.
1. How do I edit the right-click menu I see when I right-click on a
window name in the kicker?  (Operating menu?)  It has many things I
never use and something I often use (keep above) is buried in a
submenu.

2. Is there a way to make any window behave like the kicker, i.e. a
"border" window?  I always maximize my windows but if I want to
install conky for example how do make other windows maximize only up
to a border window?

I'm using Debian's KDE 3.5.5.
