[kde] KATEs syntax highlighting from outside of Kate

yo I want to use KATEs syntax highlighting thru command prompt or a small c++ app how do I do so... similar to KATEs File->Export as HTML's output
It will be used from PHP with shell_exec(). Unless there is an easy way to port the pcre regex from kate to php.
I know there are other highlighting solutions for php but they all suck (even the most popular geshi). Kate's highlighting is the best IMO so I want it on my website
