You can write an entry in /etc/fstab (no harm, because the optical unit is always there although it is empty). If you have no entry in /etc/fstab, hal should crate a directory in /media and mount the DVD on it.
So the first step is: do you have the directory in /media, and can you see the DVD's contents with the console? If yes, maybe the problem is Dolphin-specific. If not, maybe you can try adding an entry to /etc/fstab (and/or inquire in the Hal mail lists).
