Nope. Not the same. Files are linked as hard links and the link cannot
cross volumes. True symbolic links do not do the former and can do the
later.
Vista DOES add *REAL* symbolic links thou (it only took Microsoft 15+
years!), but mingw/cygwin would then need to link a newer microsoft
runtime than the one being used now. That may be okay or may lead to
some legal and technical issues. Probably worth asking the mingw-x64
team about what they are doing with that issue.
