[Mingw-msys] New bash 3.1 snapshot for MSYS-1.0.11

This is an updated version of bash 3.1 for use with the MSYS-1.0.11
snapshots. It fixes a small buffer "underflow", where value[-1] could
be overwritten.

Also, calling a command using only backslashes as path separators now
works. Example:
$ cd /
$ "bin\ls.exe"
