[Mingw-msys] New bzip2-1.0.3 snapshot for MSYS-1.0.11

A new build of bzip2-1.0.3 is available for MSYS-1.0.11:
http://downloads.sourceforge.net/mingw/bzip2-1.0.3-MSYS-1.0.1-1.tar.bz2

It addresses the following issues:
* Adopt "msys-" as the standard DLL prefix for MSYS.
* Avoid showing an spurious error in bzip2 -V.

Note: After installing this package, you can safely remove the old
libbz2-1.dll from your bin directory (if you have it at all).
