Could you try this:

1) Copy you MSYS shortcut to "MSYS Console" and add the --norxvt option 
to the command-line.
2) Run this shortcut, you should see an Windows Console appear, running 
the MSYS shell.

3) Type this, and send the output:
msysinfo
rxvt -h
rxvt

Also, I would like to hear if someone else is able to run rxvt on 
Windows Vista 64, or if everybody is having this issue as well.
