You won't find it in MinGW, nor will you find it in Cygwin.
In fact very few Linux specific icotls (like SNDCTL_*) will
be found in MinGW/Cygwin. Any program using these ioctls are
unlikely to be portable to windows.
Whcih program specifically are you talking about?
