Exactly the point I was trying to make; why does *any* info file *need*
to be a required target?  Make could just as well ignore the failure to
generate them, but the binutils maintainers have chosen not to.

In any case, those GNU Coding Standards, (which as you point out, are
the subject of standards.info), do require *all* info files to be
included in a distribution tarball, and in the case of our binutils
source distribution, several of them are missing.  The sequence of
commands I suggested earlier does seem to rectify that, so I think it
would be worthwhile for me to upload the result.  Should I simply
overwrite the existing file, or would a new name be preferable?
