That package has two files -- an exe and a source tarball. What is the exe?

(I mean, I assume it is a binary distribution -- but is it a self-extracting
installer, or self-extracting msi, or self-extracting zip, or something I'm not
smart enough to guess?)


How does it relate to the dlls over on the pdcurses home page?
