That seems kind of ignorant. I still remember 4dos as the powerusers
shell during early MSDOS (was it 2.11, 3.x, 5.x ?  I no longer recall).

There always were all sorts of [ba]sh/[pd]ksh/csh/zsh available for MSDOS
and later the various Woe32.

Cygwin was only one of them and still is. You might try to google for
   win32+<one_of_the_acronyms_above>
and you'll find lots. I'm sure there exist even more I don't know about :-)

Having been on OS/2 and now on Linux I won't challenge that claim ;-)
