Presently, as far as I know, no one at mingw.org is working on providing 
64-bit for MinGW.

Another separate project, mingw-w64, is working to create a toolchain 
that serves this purpose.  Despite the similar name, this is a separate 
project.  Presently, their toolchain is in a highly experimental state, 
with many serious problems that prevent serious use.

There was some feeling that the work might be merged, but due to 
differences in design philosophy, this is probably not likely.
