My sister-in-law is a French Teach and that's what she taught me as 
asking can you speak French.

I didn't say I wanted to do so, That was showing the extent of my 
knowledge of French which ain't much.

Just Like a Friend of mine's wife that was born in Austria about the 
time Hitler came to power (their family fled to South America) told me 
the Phrase about can you speak German again I am not sure of the 
spelling. Spreken De Dutcshe.

She note there was to dialectics of German High German and everyday 
German. All Austrians were typically, taught and spoke during that time 
High German while most people in Germany,  other people of influence and 
power spoke regular German.

To this day although she speaks Fluent English she still have a very 
heavy Austrian/German Accent.

Most people throw up their hands trying to understand her. But I can easily.

Down below where I live is a little store that serves Hot Dogs.

The people that own it are Polish. They too still can speak Fluent 
English, But have a heavy Polish accent. I can also understand them.
