This camera is attached to s-video or composite port? If so, you're not using
xc3028. The tuner will only work with the TV input.

The above message appears if you try to send any command to xc3028 before
calling TUNER_SET_CONFIG. You may see this message on a normal log, since
tuner-core will try to set a frequency to a newly detected tuner (this is
required for most analog tuners to make PLL to properly work).
I dunno if gqradio works fine. cx88 driver requires that the radio
application can set frequencies on 62.5 Hz step. There are some radio apps that
tries to use 62.5kHz step. I suggest you to try "radio" (part of xawtv) or
"kradio".
"radio" has a scanning procedure. If you run radio on scan mode, even if the
signal strength doesn't work, you'll be able to hear when it is close to a
channel.
